The Mufti of Rwanda, Sheikh Sindayigaya Mussa, said that they continue to work with the authorities entrusted with the implementation of the request to restore the loudspeaker system for the Adhan call to prayer in the morning.
Mufti Sindayigaya reiterated this in an interview with the media after the Eid al-Adha 2026 prayer held at the Kigali Pele Stadium in Nyamirambo at the national level on Wednesday, May 27, 2026.

Muslims Raised the Matter Before President Kagame
When President Paul Kagame was having a meeting with Muslims in Rwanda on March 25, 2026, one of the Muslims expressed to him the challenges they face in relation to the fact that the Adhan call to prayer in the morning is no longer being carried out.
At that time, he said, “There is something that is very painful for us, perhaps because we do not understand, please help us. Indeed, the call to prayer in the morning has stopped, it is painful for us that it has been abolished. For those who call people to pray in the morning, it no longer happens.”
President Kagame Ordered Immediate Review
The Head of State immediately replied that this is easy to examine. He said, “That is easy to examine as well.”
He immediately asked the Minister of Local Government to examine the issue, to see if it is no longer possible to vote for the Adhan and have it returned.

Mufti Clarifies Issue Concerns Loudspeaker Use
At this point, Mufti Sindayigaya was asked where they were following up on the implementation of the request for the morning call (Adhan), and he replied that normally in the morning, apart from not being voted on the loudspeaker, it is usually done in the mosque.
He said, “Let me be clear, the Adhan is usually voted, except for the morning one, and what we want to talk about here is the loudspeaker because the one in the mosque is voted on. The other four are voted on the loudspeaker.”

He continued by saying that as the Head of State has given the guidelines and assigned them to institutions including the Ministry of Local Government, such as the Muslim Community, they have not been idle because they continue to monitor it.
He said: “That is what we have followed up on, and I have spoken several times with the Honorable Minister of Local Government, who was also there, and they have assigned him to monitor it, so we are working together, we are talking to each other and he told me that if we are patient, they will see how it can be done, so I understand that we are doing the requirements and he is also monitoring it.”

Background on the Morning Adhan
The call to Adhan or the morning prayer, which is one of the five prayers that Muslims must perform a day, is one of the pillars of their faith. This call is used by loudspeakers to remind Muslims who have not yet visited mosques.
On March 15, 2022, the Police announced that the morning call (Adhan) aimed at encouraging Muslims to attend prayers had been suspended because it was causing noise, and was prohibited by law.
