On Saturday, July 11, at the Police Headquarters in Kacyiru, the Rwanda National Police received a delegation of 15 transport experts from Tanzania’s Land Transport Regulatory Authority (LATRA). The group was led by Andrew Magombana, Deputy Director of the Road Transport Department in Tanzania’s Ministry of Transport.
The team came to Rwanda for a two-day study tour aimed at exchanging knowledge on the effective management of public motorcycle transport.
They were welcomed by Assistant Commissioner of Police (ACP) Gerard Mpayimana, Commissioner of the Traffic Safety Department, on behalf of the Rwanda National Police leadership.
Learning from Rwanda’s Motorcycle Transport System
The visit was intended to provide the Tanzanian experts with insights into Rwanda’s strategies and institutional collaboration in regulating motorcycle taxi operators, with the goal of promoting professionalism and reducing road accidents. It also supports Tanzania’s efforts to strengthen its public motorcycle transport system.

Rwanda Highlights the Importance of Road Safety
In his remarks, ACP Mpayimana highlighted the importance of motorcycle transport in Rwanda, especially in urban areas, where it provides fast and widely used mobility.
he said: “Motorcycle transport is one of the quickest and most convenient means of travel in Rwanda, particularly in cities, because many people rely on it for their daily movements,”
He noted that as the number of operators and users grows, so do safety concerns, making clear regulations and strong enforcement measures essential.
“Motorcycle taxi operators often commit various offenses, including traffic violations, causing accidents, and involvement in other crimes that endanger lives. That is why firm measures and clear guidelines are needed to ensure road laws are respected, services are improved, and accidents are prevented,” ACP Mpayimana added.
He emphasized that Rwanda’s progress in this sector is the result of cooperation between the Rwanda National Police and institutions such as the Rwanda Utilities Regulatory Authority (RURA), the Ministry of Infrastructure, local authorities, motorcycle cooperatives, youth volunteers, and the use of technology to enhance road safety.

Tanzania Commends Rwanda’s Approach
Magombana praised Rwanda’s management of motorcycle transport.
“We are impressed by how Rwanda regulates the motorcycle taxi profession. The measures in place, the collaboration among institutions, and the use of technology are valuable lessons we will apply to improve this sector in our country.”
Strengthening Regional Cooperation
The study tour also provided an opportunity for both sides to exchange knowledge and strengthen best practices in the management of public motorcycle transport in Rwanda and Tanzania.
