A motorcycle taxi rider in Uganda was shot dead during a community cleaning exercise in the Ndejje Kanaaba area of Makindye-Ssabagabo after he was accused of violating restrictions put in place for the cleaning day.
The deceased, Ronald Kizito Jjuuko, 38, was shot on the morning of Saturday, August 29, 2026.
Uganda Police has announced an investigation into the incident and arrested a police officer suspected of carrying out the shooting.
Rider Allegedly Attempted to Enter a Restricted Area
According to preliminary information from the police, officers from Ndejje Police Station had been deployed to maintain security during the community cleaning activity organized by local residents.
Some areas had been restricted to control movement and allow the cleaning exercise to take place safely.
Police said Jjuuko allegedly attempted to pass through one of the restricted areas using his motorcycle. He was subsequently shot under circumstances that remain under investigation.

Police Officer Arrested
The police officer suspected of shooting the motorcycle taxi rider was identified as Allan Okello, who is attached to Ndejje Police Station.
He was immediately arrested as police began investigating what led to the use of the firearm.
The investigation is expected to establish the circumstances surrounding the shooting and determine whether the use of force was lawful and justified.

Police Emphasize Lawful Use of Force
Uganda Police said officers have a responsibility to maintain security and protect the lives and property of citizens.
However, the police emphasized that the use of force must be lawful, necessary and proportionate to the seriousness of the situation.
The ongoing investigation will examine whether these principles were followed during the incident.
Shooting Occurred During National Community Cleaning Day
The incident happened while Uganda was observing a National Community Cleaning Day, a programme that brings together citizens, leaders and security agencies to clean public spaces and promote hygiene.
Jjuuko’s death has sparked debate over how regulations are enforced during community activities and the circumstances under which security officers should use firearms.
Police say investigations are continuing to establish exactly what happened and determine responsibility for the death.
