Rwanda and Mozambique have reaffirmed their commitment to strengthening military cooperation between the two countries, with a particular focus on improving the welfare of military personnel and their families.
Rwanda’s Minister of Defence, Hon. Juvenal Marizamunda, received a delegation from Mozambique’s Ministry of Defence for discussions aimed at deepening cooperation in military affairs.

Mozambique Delegation Visits Rwanda
The Mozambican delegation was led by Maj Gen Samuel Luluva, Director General in charge of Military Welfare Services.
During their meeting at the Ministry of Defence Headquarters in Kimihurura, the two sides discussed ways of strengthening existing military cooperation and improving programmes designed to support soldiers.
The discussions focused particularly on military welfare, including services and initiatives that can improve the well-being of military personnel and their families.
Delegation Shares Experience on Military Welfare
Maj Gen Luluva and his delegation concluded a week long working visit to Rwanda, during which they exchanged knowledge and experience on the management and delivery of military welfare services.
As part of the visit, the delegation toured several institutions involved in supporting members of Rwanda’s security forces.
These included ZIGAMA CSS Bank, the Security Forces’ Cooperative Market (AFOS) and Military Medical Insurance (MMI).
The Mozambican officials also visited different projects designed to improve the welfare of soldiers and their families.
Rwanda Shares Best Practices
During their tour, the delegation learned about Rwanda’s approaches to providing services and support to military personnel.
The exchange was intended to allow both sides to share experiences and identify practices that could contribute to improving military welfare programmes in Mozambique and Rwanda.
The cooperation demonstrates the broader relationship between the two countries in military and security affairs.

Delegation Visits Genocide Memorial Sites
Beyond the official military discussions, the Mozambican delegation visited the Kigali Genocide Memorial and the Campaign Against Genocide Museum.
During the visits, they were briefed on Rwanda’s history, particularly the role played by the Rwanda Patriotic Army (RPA) in stopping the 1994 Genocide against the Tutsi.
The delegation was also briefed on the role of the RPA in maintaining national security, protecting citizens and contributing to Rwanda’s reconstruction and development following the genocide.
Rwanda and Mozambique Deepen Cooperation
The visit provided an opportunity for Rwanda and Mozambique to strengthen their existing military relationship through the exchange of knowledge and experience.
By focusing on military welfare and the well-being of soldiers and their families, the two countries aim to build stronger institutions and improve the services available to their armed forces.
