President Paul Kagame has appointed several senior officials to new leadership positions, including Lt. Gen. (Rtd) Karenzi Karake as Rwanda’s Ambassador to China, Maj. Gen. Emmanuel Bayingana as Ambassador to Israel, Col. (Rtd) Jeannot Ruhunga as Ambassador to Poland, and Amb. Christine Nkulikiyinka as Ambassador to Spain.
The appointments are part of a broader leadership reshuffle affecting several key government and public institutions, according to a statement issued by the Office of the Prime Minister of Rwanda.

Senior Military and Security Officials Appointed as Ambassadors
Among the newly appointed diplomats, Lt. Gen. (Rtd) Karenzi Karake will serve as Rwanda’s Ambassador to the People’s Republic of China. Karenzi Karake is a prominent figure in Rwanda’s military and security establishment and previously served as Secretary General of the former National Intelligence and Security Service (NISS).
Maj. Gen. Emmanuel Bayingana has been appointed Rwanda’s Ambassador to Israel, while Col. (Rtd) Jeannot Ruhunga, former Secretary General of the Rwanda Investigation Bureau, has been named Rwanda’s Ambassador to the Poland.
Ruhunga succeeds Anastase Shyaka, who has served as Rwanda’s representative in Poland and is widely known for his contributions to public administration and governance.

Christine Nkulikiyinka Appointed Ambassador to Spain
In the same round of appointments, Amb. Christine Nkulikiyinka, who had been serving as Minister of Public Service and Labour, was appointed Rwanda’s Ambassador to the Spain.
Her appointment marks a return to diplomatic service, where she brings extensive experience in public administration, governance, and international relations

Changes in Government and Public Institutions
The reshuffle also includes several appointments in strategic public institutions. Chantal Tuyishimire has been appointed Permanent Secretary in the Ministry of Trade and Industry, replacing Antoine Marie, who was recently appointed Minister of Trade and Industry.
Other appointments announced by the government include Louise Kanyonga as Chief Executive Officer of Zigama CSS, Maximilien Byilingiro as Director General of the Rwanda Energy Group, and Michelle Umurungi as Deputy Director General in charge of Investments at the Rwanda Social Security Board.

The latest appointments underscore the government’s ongoing efforts to strengthen leadership across diplomatic, economic, and strategic public institutions.
