Officers from different units of the Rwanda Defence Force received training on International Humanitarian Law (IHL), focusing on its fundamental principles such as the prohibition of targeting civilians.
The training, held on Wednesday, July 22, 2026, was organized by the International Committee of the Red Cross (ICRC) and officially opened by Lt Col Simon Kabera, Deputy Spokesperson of the RDF, alongside Aurelie Grange, Head of ICRC in Rwanda.
Training Focuses on Conduct During Military Operations
The RDF leadership explained that the training aimed to show officers how IHL applies to military operations, especially in conduct during armed conflict, planning military actions, decision-making, and protecting civilians in wartime.
The sessions emphasized core principles including not firing on civilians, using military force only where it is intended, and adopting measures to prevent conflict. Officers were encouraged to apply these laws in planning and decision-making.

RDF and ICRC Highlight Importance of International Humanitarian Law
Lt Col Kabera thanked the ICRC for its continued partnership with Rwanda’s Ministry of Defence, stressing that applying IHL in military planning helps leaders make informed decisions while respecting legal obligations. He urged participants to exchange ideas and experiences to deepen their understanding.
ICRC’s Aurelie Grange praised the long-standing cooperation with Rwanda’s Defence Ministry and RDF, noting its major role in promoting respect for IHL within the armed forces. She commended the dedication of participants and wished them a productive training.
RDF Calls for Continued Professionalism and Compliance with International Standards
In closing, Lt Col Kabera highlighted the importance of regular training to ensure the RDF remains professional, disciplined, and compliant with international standards. He called on participants to use and share the knowledge gained, stressing that adherence to IHL supports mission success, protects human dignity, and strengthens the image of the RDF as a professional, law-abiding force.
