Government changes eliminated the position of Minister in the Office of the President. Those responsibilities no longer exist, leaving the post vacant.

The reshuffle also gave two ministries more than one State Minister. The Ministry of Infrastructure now has a new Minister and two State Ministers.
Reduction in Ministries, Increase in State Ministers

Removing the Minister in the Presidency reduced the number of ministries from 21 to 20. Each ministry is now led by one minister. The number of State Ministers rose from 11 to 12.
Ministry of Infrastructure Gains Extra Leaders
The Ministry of Infrastructure now has a Minister and two State Ministers. Previously, it had only one. It becomes the second ministry with two State Ministers, joining the Ministry of Finance and Economic Planning.

Responsibilities of the Former Position
The Minister in the Presidency reviewed documents approved by Parliament before the President signed them. The role also involved following up on citizens’ issues, implementing presidential commitments, and coordinating government activities with Parliament.
Judith Uwizeye has held the position since 2017. She is now Minister of Public Service and Labour, a role she held before becoming Minister in the Presidency. Before her, Venantie Tugireyezu served from 2011 until she was appointed a judge in the Court of Appeal.
Recent Government Reshuffles
These changes occurred during President Kagame’s fourth term. The last reshuffle was in December 2025, when Dr. Ndabamenye Telesphore became Minister of Agriculture and Animal Resources, and Dr. Solange Uwituze was appointed State Minister.
At the same time, Dr Usta Kaitesi joined the Ministry of Foreign Affairs as State Minister, replacing Gen (Rtd) James Kabarebe.
In September 2025, Yves Iradukunda became State Minister in the Ministry of ICT and Innovation.
Since July 2025, only a few changes have been made. That month, Dr. Justin Nsengiyumva was appointed Prime Minister.
Before that, the December 20, 2024 reshuffle affected the Ministry of Sports. Nelly Mukazayire became Minister, Rwego Ngarambe was named State Minister, and Godfrey Kabera joined the Ministry of Finance and Economic Planning as State Minister in charge of the budget.
