This retreat brought together top Rwanda Correctional Service (RCS) officials and invited partners to discuss the development of the institution, with the aim of fulfilling its core mission: rehabilitating offenders sentenced by courts and preparing them to reintegrate into Rwandan society as useful members of their families and the nation at large.
CG Murenzi Highlights RCS Responsibilities
In his opening remarks, CG Murenzi reminded staff of their personal responsibilities and those of RCS, which include managing correctional facilities effectively, protecting the rights of inmates, and preparing them to return to normal life with confidence and the ability to avoid crime while contributing to national development.
He emphasized that RCS has the duty to transform the mindset and behavior of inmates, instill values that build the nation, and help them rebuild their lives properly. All these responsibilities aim to create a new citizen with values, knowledge, and proper conduct, thereby ensuring lasting security for the country.

Professionalism and Teamwork Key to Achieving RCS Mission
CG Murenzi told participants that to achieve these responsibilities, professionalism and teamwork are essential, with everyone understanding their role. He said the retreat is a solution, as RCS staff and partners will share ideas to advance the institution and reach the desired level.
He stated: “Fulfilling these important responsibilities requires us to work together, plan what is needed, and take collective measures to improve our duties, with each person understanding their contribution. This retreat is one of the solutions, where RCS staff and experienced partners will provide discussions and exchanges on topics such as national policies, technology, security management, public finance management, productivity, mental health, and rehabilitation, all aimed at increasing our knowledge and capacity to achieve the RCS we want.”
Retreat to Conclude on July 25
The three-day retreat includes leaders of various correctional facilities across the country, heads of different RCS departments, and officials from the RCS headquarters. It is scheduled to conclude on July 25, 2026, with closing remarks by the Minister of Internal Security, Dr. Vincent Biruta.
