Rwanda will create a new National Artificial Intelligence Agency to promote the development and use of AI across the country. The Cabinet approved this move to accelerate technological progress, recognising that AI now plays a role in physical labour, intellectual work, and creative thinking.

AI Already in Use
AI already supports Rwanda’s healthcare, education, justice, agriculture, and business sectors. These applications show how technology is shaping daily life and improving services.

Prime Minister’s Statement
On June 8, the Office of the Prime Minister announced that the agency will guide AI implementation in Rwanda and beyond. It will transform government operations, conduct research, build human capacity, ensure ethical use, promote industries, foster innovation, and strengthen international cooperation.
Centralising AI Activities

The agency will unify all AI‑related programs. This centralisation will streamline implementation, nurture talent, attract investment, and advance cutting‑edge technology across Africa.
Foundation in National AI Policy
Rwanda’s National Artificial Intelligence Policy, approved on April 20, 2023, laid the groundwork for this step. The policy aims to make Rwanda a global hub for AI research and innovation, position the country as a leader in Africa, improve public services, and ensure responsible use of AI in the private sector.
