KIGALI The capital was at the center of global security attention this week as the Rwanda Defence Force hosted the 7th Session of the Rwanda–Russia Joint Commission on Military Cooperation, marking a renewed push to strengthen defence ties between Kigali and Moscow.
The high level talks, held from May 20 to May 22 in Kigali, brought together senior military and government officials from both countries in closed-door discussions aimed at shaping the future of bilateral military cooperation.
Expanding Defence Partnership Between Kigali and Moscow
The annual commission has increasingly become a key platform for military and diplomatic engagement, where both sides assess existing cooperation and explore new areas of collaboration.
Discussions focused on several strategic areas, including military training, defence technology exchange, intelligence cooperation frameworks, professional military development, and broader capacity-building initiatives designed to enhance operational readiness.

Senior Military Leadership Drives the Engagement
The meeting was co-chaired by Brig Gen Patrick Karuretwa, Director General for International Military Cooperation at the Ministry of Defence Rwanda, and Anatoly Punchuk, Deputy Head of Russia’s State Agency for Military Cooperation.
Brig Gen Karuretwa has played a central role in expanding Rwanda’s defence diplomacy and strengthening international military partnerships.
On the sidelines of the main session, the Russian delegation also held separate high level talks with Defence Minister Juvenal Marizamunda and senior military official MK Mubarakh, highlighting the strategic importance of the engagement.

Security Challenges and Regional Stability Concerns
Sources familiar with the discussions indicated that both sides reviewed regional and international security developments, including ongoing instability in parts of Africa and potential areas for coordinated military responses.
The talks also emphasized expanding professional military exchanges and strengthening institutional cooperation between the two armed forces.
Rwanda’s Growing Role in Regional Security
Rwanda continues to position itself as an active contributor to peace support operations across Africa. The Rwanda Defence Force remains deployed in missions in Mozambique and the Central African Republic, where it has been recognized for its role in stabilization and civilian protection.
Broadening Bilateral Relations Beyond Defence
While military cooperation remains central, Rwanda and Russia relations have also expanded into areas such as education, science and technology, trade, and diplomacy, reflecting a broader strategic partnership between the two countries.
