The Ministry of Local Government (MINALOC) has announced stricter measures against the production and sale of substandard illicit alcohol, due to its ongoing impact on public health and national security.
This was revealed by Minister of Local Government, Habimana Dominique, on Wednesday, July 29, 2026, during the National Human Security Committee Meeting held at Rwanda National Police Headquarters in Kacyiru.
Leaders Unite to Address the Problem
The meeting brought together leaders from various institutions including the Rwanda Defence Force, Rwanda National Police, provincial and district leaders, and ministers from different ministries, to discuss citizens’ welfare and security.
Dr Habimana explained that the issue of illicit alcohol continues to cause serious health problems for consumers, with consequences for families and public safety.
He said: “In this meeting we agreed to intensify awareness campaigns to encourage citizens to avoid substandard alcohol and to uphold Rwandan values and cultural norms.”
He added that campaigns will be accompanied by stronger enforcement to identify production sites, so that producers and sellers can be prosecuted under the law.
He emphasized that leaders agreed on firm measures to eradicate the problem and protect citizens’ health, noting Rwanda’s vision to reach 2050 with healthy citizens, strong values, and active participation in national development. He linked alcohol abuse to child stunting, school dropouts, family breakdown, and other issues that undermine Rwandan culture and dignity.
He stressed that solving this problem requires cooperation between all institutions and citizens.
President Kagame Warns Against Substance Abuse
President Kagame also recently warned youth about alcohol and drugs. While addressing the 16th intake of Intore z’Indangamirwa in the National Itorero program, he urged them to avoid substance abuse, saying it harms individuals and the country.
He remarked: “Tell me the truth, have you ever seen cannabis save someone? If you have, let me know. I will reward anyone who shows me.”
Health Impact of Illicit Alcoho
In recent years, substandard illicit alcohol has claimed lives across Rwanda. Minister of Health Dr Sabin Nsanzimana recently reported that in the first six months of 2026, at least 44 people died from consuming illicit alcohol, while many others suffered blindness and severe illnesses.
He explained that some producers mix in harmful chemicals such as methanol, which damages the brain, eyes, and other organs.
Legal Penalties for Offenders
Rwandan law provides heavy penalties for those who produce, store, transport, or sell substandard alcohol. If the drinks are found to contain prohibited chemicals or drugs such as Kanyanga, offenders can be prosecuted under laws related to drug crimes. Convicted individuals face prison sentences of 7 to 10 years and fines ranging from 5,000,000 to 10,000,000.
