The President of the Republic, Paul Kagame, has appointed two officials, among them Brig Gen Innocent Munyengango, who once served as Spokesperson of the Rwanda Defence Force, naming him Director General of the company in charge of air transport services (ATL).
Appointments Confirmed by Prime Minister’s Office
The appointments were announced in a statement from the Office of the Prime Minister on the afternoon of Thursday, July 30, 2026.
Brig. Gen. Munyengango Takes Leadership Role
Brig Gen Innocent Munyengango has been appointed Director General of the company in charge of air transport services (ATL).

Jules Muheto Ndenga Also Appointed
In addition to Brig Gen Innocent Munyengango, another appointee is Mr. Jules Muheto Ndenga, who was named Director General in charge of coordinating activities aimed at developing the Airport City.
Focus on Air Transport and Airport Development
The appointments place experienced officials in key leadership positions to oversee air transport services and coordinate activities related to the development of the Airport City.
