Two officers from the Rwanda National Police have successfully completed the Senior Officers Basic Course in Singapore under the bilateral cooperation agreement between the Rwanda National Police and the Singapore Police Force.
The graduation ceremony was held on June 26, marking another milestone in the growing partnership between the two law enforcement institutions.
Two Rwandan Officers Graduate in Singapore
The graduating officers, Lawrence Manzi and Emmanuel Rusingizandekwe, completed the course and graduated with the rank of Assistant Inspector of Police (AIP).
The ceremony was attended by Rwanda’s High Commissioner to Singapore, Innocent B. Muhizi, members of the Rwandan diplomatic mission in Singapore, and ACP Augustin Ntaganira, Deputy Commandant and Chief Instructor at the National Police College.
The training forms part of ongoing efforts to strengthen the professional skills and leadership capacity of Rwanda National Police officers.
Rwanda–Singapore Police Partnership Strengthens Capacity Building
The Rwanda National Police and the Singapore Police Force signed a Memorandum of Understanding (MoU) in August 2022 to enhance cooperation in policing and security.
The agreement focuses on training and capacity building, the exchange of expertise, information sharing, and collaboration on policing and security matters.
It also provides a framework for joint efforts to combat transnational organised crime, including cybercrime, human trafficking, online child sexual exploitation, money laundering, and the illicit trade in arms and ammunition.
Since the MoU was signed, several Rwandan police officers have participated in specialised training programmes in Singapore aimed at enhancing professionalism, leadership, and operational effectiveness.
Singapore Police Force Plays Key Role in International Security Cooperation
The Singapore Police Force (SPF) is Singapore’s national law enforcement agency, responsible for maintaining public safety and preventing crime.
The force leads the country’s efforts to combat organised crime, cybercrime, human and weapons trafficking, and economic crimes that extend across international borders. It is also mandated to investigate offences under the Ministry of Home Affairs and remains accountable to the country’s Parliament.
The continued collaboration between the Rwanda National Police and the Singapore Police Force reflects both countries’ commitment to strengthening law enforcement capacity and enhancing cooperation in addressing emerging regional and global security challenges.
