Hategekimana Cyrille, Director General in charge of Banking and Non-Bank Financial Institutions at the Ministry of Finance and Economic Planning, has revealed that, in partnership with FAGACE, more than 22 projects in Rwanda have so far received loan guarantees worth Frw35 billion to enable them to secure financing from various banks.
The projects that have benefited from the guarantees operate in various sectors, including agriculture, agro-processing and livestock value addition, manufacturing and other areas contributing to the country’s economic development.
Ministry Highlights Access to Financing
Hategekimana said many projects had been provided with guarantees to help them access loans from commercial banks or the Development Bank of Rwanda.
“There are many projects, both small and large, but more than 22 have already received this support to enable them to access financing from our financial institutions, including the Development Bank of Rwanda and other commercial banks,” he said.
FAGACE Pledges Continued Support
The Director General of the African Guarantee and Economic Cooperation Fund, FAGACE, Dr. Ngueto Tiraïna Yambaye, said the fund was doing everything possible to support Rwandan banks and African banks operating in Rwanda by guaranteeing loans.
Speaking during a Board of Directors meeting held in Kigali on July 15, 2026, Yambaye explained that the fund can guarantee 50% or 70% of a loan, enabling banks to continue lending.
“We support all sectors, including community development and government infrastructure projects, but the banking sector is our primary partner, together with the financial sector,” he said.
Loan Guarantees Strengthen Banking Sector
He said banks require guarantees to be assured that the loans they provide will be repaid, adding that FAGACE is ready to provide such guarantees. The fund has so far injected more than $25 billion into the economies of its member states.
Yambaye said the fund would step up efforts to support projects in Rwanda and other East African countries.
FAGACE’s Presence in Rwanda
FAGACE was established in Kigali in 1977, but its headquarters were later relocated to Benin. The fund currently comprises 22 member countries. Since 2015, it has maintained an office in Rwanda representing East Africa.
