Residents of Cyinzuzi Sector in Rulindo District say they are worried about a neighbor who possesses handcuffs and sometimes uses them to restrain people he has disputes with, claiming it is a form of punishment.
Man Known as “Gafuna” Accused of Leading Violent Group
The man, known by the nickname “Gafuna,” is accused by his neighbors of leading a group called “Wrong Turn,” notorious for violent behavior in Rudogo Cell, Cyinzuzi Sector.
Speaking to TV1, the residents said they do not know his real name, only the nickname “Gafuna.” They explained that he was once imprisoned in Tare but escaped, taking handcuffs with him.
One resident said: “He escaped from Tare, and some of those who were detained with him suffered because of it. He escaped with handcuffs and keys, and he still has them. When he catches you, he handcuffs you.”
Residents Question How Civilian Obtained Handcuffs
The residents expressed confusion over how an ordinary civilian could possess handcuffs, which they believe should only be used by security organs, and questioned why authorities have not confiscated them.
Another resident said: “If someone has handcuffs, he must have picked them up somewhere. But why should a civilian keep handcuffs? How can a civilian own handcuffs?”
Another added: “He is just an ordinary resident, not even a DASSO. So how do you explain where he got those handcuffs?”
Residents Say They Reported the Matter
The residents said they have reported the issue several times to local authorities, but nothing has been done to take the handcuffs away from him.
One resident said: “The leader of Rudogo Cell himself said during a community meeting that Gafuna helps him punish people. Why should citizens be left without protection, while this man is clearly abusing power?”
Police Promise Investigation
The Police Spokesperson in the Northern Province, CIP Ignace Ngirabakunzi, stated that the police will immediately begin an investigation. He said: “This was not known before. Investigators will question people about it.”
CIP Ngirabakunzi assured that the investigation will be thorough, will establish the truth of the residents’ claims, and that authorities will take action if it is confirmed that the man indeed possesses handcuffs.
