The Government of Rwanda has reminded the United States that the implementation of the Washington Peace Agreement is not solely Rwanda’s responsibility, stressing that the Democratic Republic of the Congo (DRC) must also honor the commitments it made under the deal.
U.S. Remarks on Rwanda’s Compliance
The statement was issued on Friday following remarks by U.S. Secretary of State Marco Rubio, who commended Rwanda for its continued compliance with the agreement.
Speaking before the U.S. Congress Foreign Affairs Committee on Thursday, June 4, 2026, Rubio praised Rwanda for “fully honoring its commitments” under the Washington Peace Agreement signed between Rwanda and the DRC.

Rwanda’s Response to the Washington Peace Agreement
In response, the Rwandan government welcomed the role the United States continues to play in supporting peace efforts in the region, particularly through the Washington Agreement. However, it emphasized that the obligations outlined in the accord apply equally to both Rwanda and the DRC.
Rwanda stated that the agreement cannot be implemented selectively and that its objectives cannot be achieved if one party fulfills its responsibilities while the other fails to do so. The government argued that lasting peace cannot be built through partial implementation or bias.

Allegations Against the DRC
According to Rwanda, while it remains committed to carrying out its obligations, the DRC continues to violate key provisions of the agreement. Kigali cited what it describes as ongoing support for the FDLR, a militia group linked to perpetrators of the 1994 Genocide against the Tutsi, as well as the continued use of military drones in attacks allegedly affecting civilian-populated areas.

Commitment to Peace and Regional Cooperation
The Rwandan government reaffirmed its commitment to fully implementing the Washington Peace Agreement and pledged to continue working closely with the United States, regional partners, and the international community to promote peace, security, and stability in the Great Lakes region.
Rwanda emphasized in its statement that “A lasting solution cannot be achieved if one party complies with the agreement while the other continues to violate its commitments,”.
