Commemoration Held at Rebero Genocide Memorial
The President of the Senate, Dr. Kalinda François Xavier, affirmed that the Genocide against the Tutsi was the result of a long history of poor governance, beginning with colonial rule that institutionalized ethnic divisions.
He made these remarks on Monday, March 13, 2026, during the 32nd commemoration of politicians who were killed during the 1994 Genocide against the Tutsi. The event took place at the Rebero Genocide Memorial in Kicukiro District.

Historical Roots of Division and Poor Governance
Dr. Kalinda reminded attendees of the deep rooted divisions that once characterized Rwanda, citing examples from past constitutional frameworks. He noted that the 1991 Constitution, although it introduced multiparty politics, democratic principles, and equality before the law, simultaneously reinforced discrimination and exclusion against Tutsi, which had already become a foundation of governance.
