The Rwanda Stock Exchange (RSE) has signed a cooperation agreement with the Jamaica Stock Exchange (JSE). The deal aims to boost cross-border investment and strengthen the capacity of both markets.
Through this partnership, the two exchanges plan to improve how their stock markets operate and attract more investors.

Agreement Signed in Kingston, Jamaica
The signing took place during the 21st Regional Investments and Capital Markets Conference in Kingston. The event brought together financial leaders from different parts of the world.
Participants discussed ways to build strong economies and expand access to capital in emerging markets.
Senior Leaders Attend the Signing Ceremony
Pierre Célestin Rwabukumba, Chief Executive Officer of the Rwanda Stock Exchange, represented Rwanda at the ceremony.
Jamaica’s Prime Minister, Andrew Michael Holness, also attended the event. Livingstone Morrison, CEO of the Jamaica Stock Exchange, joined him. Their presence showed strong political and institutional support for the agreement.
Partnership Targets Growth, Skills, and Innovation
The Rwanda Stock Exchange said the agreement focuses on several key areas. These include market growth through joint programs and capacity building through training and knowledge sharing.
The partnership will also support innovation by developing new systems and financial products. In addition, both exchanges will promote cross-listing. This will allow companies to list shares in both Rwanda and Jamaica and reach more international investors.
Deal Reflects Growing Rwanda–Jamaica Relations
Rwabukumba said the partnership goes beyond paperwork. He noted that it will create real opportunities for professionals in both markets.
The agreement also reflects growing ties between Rwanda and Jamaica. Relations expanded after President Paul Kagame visited Jamaica in April 2022. Cooperation continued in January 2026, when Rwanda sent military engineers to help rebuild infrastructure damaged by Hurricane Melissa.
