The Government of Qatar has welcomed the decision by Rwanda and Belgium to restore diplomatic relations and reopen their respective embassies, describing it as a positive step toward resolving differences through dialogue and mutual understanding.
In a statement issued by Qatar’s Ministry of Foreign Affairs on September 23, 2026, the ministry said Qatar welcomed the joint decision by Belgium and Rwanda to resume diplomatic relations and reopen their respective embassies.
The ministry said the decision reflected the willingness of both countries to overcome their differences through dialogue and mutual understanding.
Qatar Helped Facilitate Initial Talks
Qatar said the restoration of Rwanda Belgium diplomatic relations followed a series of discussions and contacts that helped bring the two sides closer.
In June 2025, Doha hosted the first meeting between the Foreign Ministers of Rwanda and Belgium as part of Qatar’s efforts to bring their positions closer and encourage direct dialogue.
According to Qatar’s Ministry of Foreign Affairs, that meeting opened the way for subsequent meetings and communications that eventually led to the resumption of diplomatic relations. Qatar also expressed appreciation to Rwanda and Belgium for recognising its role in the process.

Rwanda and Belgium Restore Relations
On September 22, 2026, Rwanda and Belgium announced their decision to restore diplomatic relations and reopen their respective embassies in the near future.
Under their joint statement, each embassy will initially be headed by a Chargé d’Affaires ad interim, supported by a diplomat or consular officer and a small technical support team.
The two countries will later submit requests for the accreditation of ambassadors as they work toward fully restoring diplomatic representation. The Rwandan Ambassador to Belgium will also be accredited to the European Union.

Qatar Praises Constructive Dialogue
Qatar’s Ministry of Foreign Affairs praised what it described as the constructive spirit shown by both Rwanda and Belgium in addressing their differences and misunderstandings.
The ministry expressed hope that the restoration of diplomatic relations would create new opportunities for cooperation between the two countries and contribute to peace and stability at the regional and international levels.

Relations Were Suspended in 2025
Rwanda suspended diplomatic relations with Belgium on March 17, 2025. The two countries subsequently engaged in discussions and contacts aimed at addressing their differences.
In their September 22 joint statement, Rwanda and Belgium reaffirmed their commitment to maintaining open, candid and transparent dialogue. They also agreed that their future bilateral relations would be guided by non-interference, mutual respect and constructive engagement.
The latest development marks a move toward restoring formal diplomatic representation between Rwanda and Belgium after more than a year of suspended relations.
