The Cabinet meeting held on June 8, 2026, chaired by President Paul Kagame, approved the establishment of a National Artificial Intelligence (AI) Agency aimed at accelerating technological development, innovation, implementation, investment, and governance to support Rwanda’s digital transformation and economic growth.
The Cabinet also made several appointments across different institutions, approved various draft laws, and adopted a number of policy measures.
Cabinet Session Details
On Monday, June 8, 2026, the Cabinet convened at Village Urugwiro under the chairmanship of the President of the Republic of Rwanda, Paul Kagame.
The Cabinet approved the draft law determining the State Budget for the 2026/27 fiscal year. The budget will focus on increasing agricultural productivity, promoting industrial development, accelerating job creation, and building a resilient economy.
Ebola Prevention Measures
The Cabinet was briefed on the Ebola outbreak currently affecting the region and the measures Rwanda has taken to prevent its spread. The Ministry of Health has strengthened prevention, screening, and monitoring measures for travelers entering the country through all border points to safeguard public health.
To date, no Ebola cases have been detected in Rwanda, and all activities across the country continue as normal. Citizens are encouraged to remain vigilant and comply with public health guidelines.

Draft Laws Approved
The Cabinet approved several draft laws, including agreements on loans, grants, taxation, air services, disaster risk management, and regional cooperation. These include partnerships with the African Development Bank, the International Development Association (IDA), and agreements with multiple partner countries.
Policies, Strategies, and Programs Approved
The Cabinet approved key policies and programs, including the establishment of a National Artificial Intelligence Agency to accelerate technological development, innovation, implementation, investment, and governance, with the goal of driving digital transformation and economic growth in Rwanda.
Other approvals included mining and quarrying licenses, land lease agreements, and revisions to existing international cooperation agreements.

Diplomatic and International Representatives
The Cabinet approved the accreditation of new diplomatic representatives, including ambassadors and country representatives from the European Union, Austria, and the International Fund for Agricultural Development (IFAD).

Senior Appointments
Gender Monitoring Office (GMO)
Florien Habiyaremye Rurihose was reappointed as Deputy Chief Gender Monitor in charge of Gender Equality Compliance.
Rwanda Development Board (RDB)
Ineza Izere Gratien was appointed Internal Audit Division Manager.
Rwanda Governance Board (RGB)
Several appointments were made, including heads of departments and division managers in service delivery, governance research, and registration.
Higher Education Council (HEC)
New appointments included heads of digitalization and research, quality enhancement, communications, and legal analysis departments.

Other Matters
The Minister of Sports informed the Cabinet that the 21st edition of the Kigali International Peace Marathon will take place from June 13 to 14, 2026.
The Minister of Environment announced that Rwanda will host the 38th Meeting of the Parties to the Montreal Protocol from November 2 to 6, 2026.
