Rwanda has, for the first time, hosted the Attorneys General PACT Forum 2026, organized in partnership with the World Bank.
The forum is taking place in Kigali from Tuesday, May 5 to Thursday, May 7, 2026, bringing together senior government leaders, representatives of the private sector, and international partners.

Key Focus of the Discussions
Discussions focus on collaboration between the private sector and governments to accelerate transformative development, particularly in Africa.
Remarks from Rwanda’s Minister of Justice
In his remarks, Rwanda’s Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja, highlighted existing gaps in Africa’s development, especially in infrastructure. He emphasized that speeding up infrastructure projects requires legal frameworks that facilitate private sector involvement and financial institutions.

Participating Institutions
The forum, organized with the support of the World Bank, is also attended by institutions such as the Multilateral Investment Guarantee Agency (MIGA) and the African Development Bank (AfDB).
Forum Objective
Its aim is to strengthen cooperation between justice and legal institutions to promote sustainable development based on solid legal foundations.

Previous Edition of the Forum
The previous PACT Forum was held in Washington, D.C., in the summer of 2024, focusing on collaboration between justice and financial institutions to advance sustainable investment.
