The Deputy Mayor of Gisagara District in charge of Social Affairs, Dusabe Denise, and the head of the Rwanda Investigation Bureau (RIB) in the district, Rangira Anicet, have been arrested on suspicion of receiving a bribe amounting to Rwf 4 million.
According to information published by UMUSEKE, the two officials were arrested by investigative authorities while preparing to receive money allegedly offered by a priest from a parish in Gisagara District.
Reports indicate that the priest had received a donation of more than Rwf 20 million from a benefactor to support the renovation of a school. However, after learning about the donation, the two officials allegedly began pressuring him to hand over part of the money so that they could share it.
One source said: “After learning that the priest had not yet used the donation, they put him under pressure, demanding that they share the money, until he eventually agreed to give them Rwf 4 million.”
Further reports indicate that an intermediary was appointed to facilitate the transfer of the money between the two parties. After handing over the money, the priest immediately called the officials and informed them that he had brought the money. They then directed him to a location where he could meet them and hand it over.
However, as the officials were in the process of receiving the money, investigative authorities reportedly caught them in the act and immediately arrested them.
Dusabe Denise had recently completed her five-year term as Deputy Mayor in charge of Social Affairs. She was also among the candidates contesting for a seat on the Gisagara District Advisory Council.
Although reports indicate that the two officials were arrested on suspicion of receiving a bribe, it remains unclear who alerted investigative authorities, leading to their arrest.
Some sources suggest that the priest who was expected to hand over the money may have reported the matter to the relevant authorities. Others believe that investigative authorities may already have been aware of allegations that the officials had repeatedly been demanding money from the priest.
Further details regarding the arrest of the two officials and the charges they may face are expected to emerge through an official statement or clarification from the relevant authorities.
