The Cabinet meeting held on September 18, 2026, appointed new officials at the Rwanda Food and Drugs Authority (Rwanda FDA), a Permanent Secretary at the Ministry of Justice (MINIJUST), and approved various policies, programmes and draft laws.
A statement released on September 18, 2026, indicates that the Cabinet meeting was held at Village Urugwiro and chaired by President Paul Kagame.
Cabinet Approves New Policies and Draft Laws
The Cabinet approved the Rwanda Development Cooperation Policy 2026–2050, which establishes a new framework for cooperation with development partners. The policy is based on the country’s development priorities and aims to achieve greater results, transparency, accountability and improved coordination.
The Cabinet also approved a draft law approving the ratification of the Loan Agreement between the Republic of Rwanda and the International Development Association concerning additional financing for the Accelerating Digital Technology Utilization Project, signed in Kigali on July 11, 2026.
It further approved a draft law governing the environment and climate change and a draft law establishing the Environment and Climate Change Fund in Rwanda.

Policies, Strategies and Programmes Approved
The Cabinet approved the National Policy on Combating Trafficking in Persons, aimed at preventing human trafficking, protecting and supporting victims to recover and reintegrate into society, prosecuting offenders, and strengthening cooperation.
It also approved the issuance of mining and quarrying licences, an investment agreement between the Government of Rwanda and Chery Holding Rwanda Ltd for the establishment of an electric vehicle assembly plant in Rwanda, and an addendum agreement between the Government of Rwanda and DP World Logistics Ltd concerning the second phase of construction works for the Kigali Inland Dry Port and the expansion of cold storage facilities at the Rubavu Inland Dry Port.

Cabinet Approves New Ministerial Orders
The Cabinet approved a ministerial order governing the use of wildlife, biodiversity-related permits, the transportation of genetic resources, and access to genetic resources or associated traditional knowledge.
It also approved a ministerial order establishing procedures for the confiscation and management of confiscated wildlife and genetic resources, as well as a ministerial order determining the composition of the Scientific Advisory Committee on biodiversity.

Ambassadors and Representatives Approved
The Cabinet approved Kornelios S. Korneliou as High Commissioner of the Republic of Cyprus to Rwanda, based in Tel Aviv.
It also approved Som Visal as Ambassador of the Kingdom of Cambodia to Rwanda, based in Cairo, Ra Kapchae as Representative of the Korea International Cooperation Agency (KOICA) in Rwanda, and Prestage Murima as Representative of the International Organization for Migration (IOM) in Rwanda.
New Officials Appointed
The Cabinet appointed several officials to different public institutions. At the Ministry of Justice (MINIJUST), Ms. Umuzayire Burayobera Bibiane was appointed Permanent Secretary, while Mr. Rwagasana Jean Pierre was appointed Director General in charge of General Services.
At the Rwanda Food and Drugs Authority (Rwanda FDA), Prof. Muganga Raymond was appointed Director General. Dr. Munyampundu Jean Pierre was appointed Director General in charge of the Food Division, while Dr. Kabandana Monia was appointed Director General in charge of Laboratory Services. Rwanda FDA’s official website identifies Raymond Muganga as its Acting Director General from August 13, 2026, before the Cabinet appointment.
At the Rwanda Law Reform Commission (RLRC), Mr. Izere Parfait was appointed Vice President, while Ms. Munezero Marie Jeanne and Mr. Ngirinshuti Samuel were appointed Commissioners.
At the National Rehabilitation Service (NRS), Mr. Munyaneza Charles was appointed Director General.
At the Ministry of Local Government (MINALOC), Ms. Ingabire Chadia was appointed Director General in charge of General Services.

Other Matters Discussed
The Minister of Finance and Economic Planning informed the Cabinet that the 11th Congress of the African Tax Research Network will be held in Kigali from September 22 to 24, 2026.
The Minister of Trade and Industry informed the Cabinet that the International Day of Cooperatives will be observed on September 25, 2026, while the 26th East African Community Micro, Small and Medium Enterprises (MSMEs) Trade Fair will be held in Kigali from October 30 to November 8, 2026.
The Minister of Sports informed the Cabinet that Rwanda will participate in six major international sporting competitions scheduled for September 2026. These include competitions in handball, volleyball, basketball and football, including continental tournaments, FIFA World Cup qualification matches and international competitions.
