After 81 people were arrested and are currently facing prosecution for allegedly helping students cheat in national examinations, the Rwanda Investigation Bureau (RIB) has confirmed that another 46 people have been arrested and that their case files have also been submitted to the Prosecution.
The spokesperson of the Rwanda Investigation Bureau (RIB), Dr. Murangira B. Thierry, told IGIHE that another 46 people had been arrested and that their case files had been submitted to the Prosecution.
He said, “After arresting the first 81 people, who are now facing prosecution, another 46 were arrested, and we have already sent their case files to the Prosecution. What we would like to remind people is that investigations are still ongoing in other Districts as well.”

46 More People Arrested
The 46 people arrested for allegedly participating in helping students cheat in the national examination completing primary education include one person from Kirehe District, 11 from Kayonza District, and six from Rwamagana District.
They also include 16 from Nyabihu District, two from Musanze District, three from Gicumbi District, four from Nyamagabe District, and three from Huye District.
Dr. Murangira said that the case files of those arrested from Kirehe, Kayonza, Rwamagana, Nyabihu, Musanze, Nyamagabe and Huye Districts were sent to the Prosecution on September 14, 2026. As for those from Gicumbi District, their case file was sent to the Prosecution on September 15, 2026.

Teacher Pretended to Be a Cook
Preliminary investigations revealed that some teachers who teach Primary Six students pretended to be cooks so that they could gain access to the place where the national examination was being conducted.
One of them would enter carrying cooking items, and one of the people supervising the examination venue would take the examination to him in the kitchen, where he would work on it. Afterwards, they would go and help the children cheat.

Suspects Face Two Charges
All of them are facing two charges, including using powers granted to a person by law for their personal benefit, an offence that falls under corruption-related offences.
If a person accused of committing this offence is found guilty by the court, Article 15 of the Law on the Prevention and Punishment of Corruption provides for imprisonment of between seven and ten years, in addition to a fine ranging from five million to 10 million Rwandan francs.
They are also charged with the offence of disclosing professional secrets, provided for under Article 150 of the Law Relating to Offences and Penalties in General. Anyone found guilty by the court is sentenced to imprisonment of between one and two years.
Dr. Murangira thanked everyone who continues to provide information so that those involved in helping students cheat in national examinations can be held accountable.
