Rwanda and France have signed two new cooperation agreements focused on migration and on facilitating employment opportunities for family members of government staff working in each other’s countries.

Signing Ceremony
The accords were signed by Rwanda’s Ambassador François Nkulikiyimfura, France’s Ambassador to Rwanda Aurélie Roussel‑Garneau, and Laurent Touvet, Director of Foreign Nationals at France’s Ministry of the Interior. All three officials emphasised that the agreements will strengthen collaboration and deepen already positive bilateral relations.

Context of the Agreements

These accords were concluded shortly after June 2, 2026, when President Paul Kagame and First Lady Jeannette Kagame, together with French President Emmanuel Macron, inaugurated Les Archives, a memorial dedicated to the 1994 Genocide against the Tutsi.
Broader Bilateral Relations
Rwanda and France continue to enjoy strong ties across multiple sectors, including development, education, justice, and other areas of mutual interest. These agreements add to the growing framework of cooperation between the two nations.
