The Rwamagana District Council has approved compensation worth Frw 2.976 billion for 683 residents whose land will be used for the construction of the 68-kilometer Bugesera, Gishore, Masaka asphalt road, which will connect Kigali International Airport to Bugesera. The decision was approved during a District Council meeting held on May 1, 2026.

Road Project to Improve Regional Connectivity
The Bugesera, Gishore, Masaka road will be upgraded to asphalt under the Kigali Logistics Connectivity Development Project. In Rwamagana District, the section affected by compensation measures 13 kilometers.
Leaders Highlight Benefits of the New Road
Rwamagana District Mayor Mbonyumuvunyi Radjab told IGIHE that the road will bring major improvements, as the current road is unpaved, muddy and slippery during the rainy season, and extremely dusty during the dry season.
He said residents will benefit from safer and cleaner transport conditions, while the asphalt road will also support economic development.
He added that people from the Eastern Province will be able to access Bugesera International Airport more easily without passing through Kigali city center.

Better Access for Kigali and Bugesera Travelers
Mayor Mbonyumuvunyi also noted that residents traveling from areas such as Remera, Kanombe, and Masaka in Kigali will use the new road, helping reduce congestion and providing an alternative route to Bugesera. He explained that the area previously depended on one main road to Bugesera, but the new highway will offer another convenient option for travelers.
Compensation Payments to Begin Soon
The Mayor said compensation payments are expected to begin within 15 days following the council’s approval. He encouraged residents to prepare for business opportunities that will come with the road project, saying many travelers will pass through the area and create demand for goods and services.

Project Implementation
The Bugesera, Gishore, Masaka highway will cover 68 kilometers, with 13 kilometers passing through Nyakariro Sector in Rwamagana District. Compensation funds totaling Frw 2.976 billion are expected to be paid through the Rwanda Transport Development Agency (RTDA).
