On Wednesday, August 12, the Inspector General of Rwanda National Police (IGP), CG Felix Namuhoranye, met with Lt Gen Amir Abdel Moneim Fadl, Director General of Sudan Police, and CP Godfra Henry Hermitte, Commissioner of Police of Seychelles.
The meetings took place during the International Security Conference on Africa (ISCA) at the Kigali Convention Centre, which focused on the theme: “Autonomous Technology Systems: Implications for Security and Defense in Africa.”
Focus on Capacity Building and Cross-Border Crime
Their discussions centered on strengthening cooperation between national police institutions, particularly in building capacity and tackling cross-border crimes.
IGP Namuhoranye told the Sudanese counterpart: “We should establish a strong framework of cooperation, especially in capacity building and fighting cross-border crimes. Officials can begin drafting agreements that cover all areas of collaboration.”

Sudan Highlights Expertise Sharing
Lt Gen Amir Abdel emphasized the importance of cooperation in training, knowledge exchange, and capacity building.
He said: “We have extensive experience in fighting crime, and we have a forensic center. That is why cooperation is important, as we can share knowledge and expertise.”
He thanked Rwanda’s Police Chief for the talks, noting they would expand relations between the two institutions, and invited him to Sudan to sign the cooperation agreements.
Strengthening Ties with Seychelles Police
Commissioner of Police Hermitte of Seychelles focused his discussions with IGP Namuhoranye on enhancing and consolidating existing cooperation between the two police institutions, particularly in capacity building and professional development, both bilaterally and through the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO).

Existing Cooperation Agreement
The cooperation agreement between Rwanda Police and Seychelles Police was signed on June 28, 2023.
It includes knowledge exchange, joint crime-fighting efforts, police capacity building, and other areas of collaboration.
