The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the International Conference on the Great Lakes Region (ICGLR) have deployed a joint team to assess the security situation in Uvira Territory, eastern Democratic Republic of the Congo.

The mission aims to evaluate conditions ahead of possible ceasefire monitoring operations in the area.
Joint Mission and Assessment Objectives
The joint delegation has been sent to Uvira to conduct a preliminary security assessment. MONUSCO confirmed that the mission will last five days, from February 23 to February 27, 2026.
The deployment follows consultations with the President of the Democratic Republic of Congo and Chairperson of the ICGLR, Félix Tshisekedi.
The team is examining whether joint ceasefire monitoring in Uvira can be carried out safely and effectively. Officials are focusing on security conditions, logistics, and access to affected areas.
Role of MONUSCO in Ceasefire Monitoring
The Acting Head of MONUSCO, Vivian van de Perre, said the initiative aims to strengthen peace efforts.
“Effective monitoring of the ceasefire is expected to reduce violence and create space for a sustainable political solution,” she said.
She also explained that, unlike in North Kivu and Ituri, the United Nations Security Council has not authorized MONUSCO in South Kivu to carry out civilian protection duties.
Phased Deployment and Security Guarantees
The United Nations Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, recently said that MONUSCO’s deployment in South Kivu will take place in stages.
He noted that authorities will first determine whether sufficient security guarantees exist for peacekeepers. This assessment will help reduce risks to personnel once they are deployed.
As part of the preparation, MONUSCO plans to use reconnaissance drones to collect intelligence and monitor movement in sensitive areas.

Officials believe that a successful assessment could pave the way for stronger ceasefire monitoring in Uvira. Improved oversight may help limit armed confrontations and support dialogue among local actors.
