Ukrainian President Volodymyr Zelensky has announced that documents outlining U.S. security guarantees for Ukraine are fully prepared. He emphasized that securing strong guarantees from Washington remains Ukraine’s top national priority amid the ongoing conflict.

Documents Ready, Awaiting Signing Date
Speaking to journalists, Zelensky said the documents are complete and only await confirmation of the signing details.
He said: “For us, security guarantees are the top priority—security guarantees from the United States of America. The document is now fully prepared, 100 percent. We are waiting for our partners to confirm the date and venue for the signing.” He added that he expects the signing to take place soon.
Parliamentary Approval to Follow
After the signing, Zelensky explained, both countries will submit the agreement for approval. The U.S. Congress and the Ukrainian Parliament will review the document to ensure it has full legal backing. According to Zelensky, this step will strengthen the agreement’s credibility and long-term implementation.
Abu Dhabi Talks End Without Breakthrough
Meanwhile, the announcement follows recent talks held in Abu Dhabi between Ukraine and Russia. The United States acted as a mediator during the discussions, which took place on Friday and Saturday. Although the talks focused on ending the war, they did not produce a concrete agreement.
Territorial Disputes Still Divide the Sides
Zelensky noted that the United States has proposed a framework of 20 key points to help resolve the conflict. Gradually, he said, the number of unresolved issues is decreasing. However, territorial disputes remain the main obstacle. Russia insists on keeping control of occupied territories, while Ukraine firmly rejects this demand. Nevertheless, Zelensky stressed that the United States continues to look for common ground and expects all parties to respect any agreements reached.
