Rubavu: Frw 200 Million Set Aside to Build Homes for Families Living in High Risk Areas

The Rubavu District authorities have announced that Frw 201,657,024 will be allocated in the 2026/27 fiscal year to build homes for vulnerable families currently living in areas where their lives are at risk.

The funding is part of ongoing efforts to provide decent housing for 899 vulnerable families who still live in high-risk areas and have not yet been relocated. In addition, 1,996 other families are living in damaged houses that require renovation.

Rubavu District Mayor Mulindwa Prosper told IGIHE that efforts are still underway to mobilize the resources needed to ensure that all these families are provided with safe housing.

“In the 2025/26 performance contract, we had committed to building homes for 907 families. We managed to build homes for eight families, leaving 899. We had also committed to renovating houses belonging to 2,055 families, but so far we have renovated 59. We are continuing to mobilize resources to purchase roofing sheets so that the remaining houses can also be renovated.”

District Mobilizes Resources for Vulnerable Families

The Chairperson of the Rubavu District Council, Dr. Ignace Kabano, told IGIHE that residents have increasingly embraced initiatives aimed at finding community-based solutions to help vulnerable people.

“We are pleased to see a change in residents’ mindset. Through community-led solutions, councillors at the village level have been working to support vulnerable families and reduce the number of people still living in high-risk areas. In sectors such as Rubavu, residents have even built houses for three families.”

He added that, as the current term of the District Council approaches its end, they hope residents will remain actively engaged and continue working alongside the Government on decisions aimed at achieving sustainable development.

Homes for Families Affected by Past Disasters

The families currently living in high-risk areas are different from those whose homes were destroyed by the floods and landslides that affected Rubavu in May 2023. Construction work on homes for 870 families affected by those disasters has been completed, and some of the beneficiaries have already moved into their new homes.

Rwanda estimates that it will need at least 5.5 million housing units by 2050, when the country’s population is projected to reach 22.1 million.
