The Kamonyi District administration has announced that the valuation of properties belonging to residents affected by the planned expansion of the Kigali–Muhanga road has begun. The exercise is expected to establish the number of affected properties and determine the compensation their owners will receive.
IGIHE visited the road in Runda Sector, particularly in the Ruyenzi area, where houses near the road had been marked with a sign known as “Towa,” indicating that they are earmarked for demolition.
Kamonyi District Mayor Dr. Nahayo Sylvère told IGIHE that the valuation exercise began nearly two weeks ago. He explained that valuers were assessing residents’ properties to determine the compensation due to each affected property owner. he said: “Residents’ properties vary in value. We are working with valuers to determine the amount of compensation each resident will receive for their property.”

Number of Affected Properties Yet to Be Established
The mayor said the total number of properties affected by the road expansion and the overall compensation budget had not yet been determined.
However, he noted that the figures would be established and announced in the near future. He added that the district had not yet received information on the exact date when construction works would begin.
Kigali–Muhanga Road to Have Four-Lane and Two-Lane Sections
The Rwanda Transport Development Agency (RTDA) stated that the road rehabilitation project covers a 45-kilometre stretch, with part of the route set to be upgraded into a four-lane road. The four-lane section will be constructed in the part of Kamonyi District closest to Kigali, where traffic congestion is frequently experienced.
The remaining section towards Muhanga will have two lanes, including a dedicated lane for trucks. The project will also involve constructing a 135-metre bridge over the Nyabarongo wetland area. In addition, the existing bridge will be rehabilitated and widened.

Road Expansion Project Expected to Start in 2027
The project has faced delays in its commencement. A report by Rwanda’s Office of the Auditor General for the 2024/2025 fiscal year, published on May 6, 2026, identified the road project among those experiencing delays. At the time, it was reported to be 27 months behind schedule.
Gihozo Mivugo Frank, the official responsible for project implementation at RTDA, recently announced that construction works to expand the road are expected to begin in early 2027. The ongoing property valuation is expected to help determine compensation for residents whose properties will be affected by the planned expansion.
