Kagame Says Rwanda and Botswana Can Help Address Africa’s Governance Challenges

President Paul Kagame stated that Rwanda and Botswana can serve as an example for Africa in addressing the governance challenges that have long affected the continent.

President Kagame said that Africa does not lack talented people or innovative ideas. Rather, leaders and institutions across the continent have often failed to implement the goals Africa sets for itself. He emphasized that the governance models of Rwanda and Botswana could help bridge Africa’s leadership and governance gap.

Africa’s Resource Wealth and Development Challenges

Although Africa holds the world’s largest amount of untapped natural resources, particularly mineral wealth, it remains the poorest continent in the world.

On several occasions, President Kagame has stressed that African countries should unite their efforts so that industries within the continent produce the goods and services Africans need instead of exporting raw materials to foreign industries and later importing finished products at a higher cost.

Shared Vision Between Rwanda and Botswana

Speaking during a state banquet held at Royal Aria on May 6, 2026, during his two-day working visit to Botswana, President Kagame said Rwanda and Botswana share a strong relationship rooted in a common vision for governance.

He said, “We believe that sustainable development is achieved through purposeful governance, accountability, and a commitment to the well-being of our citizens. These shared values reflect the broader aspirations of our continent.”

Africa’s Growing Youth Population

Statistics show that by 2050, Africa’s population will exceed 2.5 billion people, with about 830 million under the age of 25. The continent will also have the world’s youngest population, with a median age of around 25 years.

President Kagame reiterated that Africa’s challenge is not a shortage of talent or ideas, but rather the failure to align ambitions with practical implementation.

He said, “Africa has never lacked talent or ideas. What has often been missing is the connection between ambition and execution. Countries like ours can help close that gap through stronger cooperation and greater productivity.”

Kagame Calls for Opportunities for Young People

He added that young people across the continent need opportunities that allow them to improve their lives and achieve meaningful development, noting that leadership plays a key role in making this possible.

He said, “Young people in Kigali, Gaborone, and across the continent need the same things: equal opportunities to succeed and build better lives. It is our responsibility as leaders to create systems that make this possible.”

President Kagame emphasized that both countries are working toward that goal and noted that visits such as this one help strengthen cooperation.

Rwanda and Botswana Sign Cooperation Agreements

On the first day of the visit, Rwanda and Botswana signed several cooperation agreements in different sectors. The agreements include measures to avoid double taxation on goods traded between the two countries, visa waiver arrangements for citizens of both nations, and partnerships in air transport, economic cooperation, trade, and investment. The Rwanda Development Board also signed cooperation agreements with its Botswana counterpart.

Kagame Expected to Visit Diamond Trading Center

On May 7, 2026, President Kagame is expected to tour Botswana’s diamond trading center in the capital city, Gaborone.
