The Senate plenary session confirmed that Brig Gen Innocent Munyengango meets the requirements to lead the Aviation Travel and Logistics Holding Ltd (ATL), after reviewing and approving his profile.
This decision was made on August 4, 2026, following the submission of a report by the Senate Committee on Economy and Finance, which analyzed Brig Gen Munyengango’s background and the structure of ATL.
ATL Structure and Responsibilities
The Committee explained that ATL brings together five companies: RwandAir, Rwanda Airports Company, Akagera Aviation, Rwanda Tours and Events, and Rwanda Links Logistics.
The company’s responsibilities include passenger and cargo air transport, providing aviation support services, storage and transportation of goods, courier services, and pilot training.
Professional Background and Qualifications
In his presentation to Senators, Brig Gen Munyengango said he was born in 1971, holds a Bachelor’s degree in Microbiology from India, a Master’s in International Relations from Ghana (2025), and a security studies qualification from a U.S. university (2021).
He highlighted his experience in the Rwanda Defence Forces, including planning, logistics, and serving as RDF spokesperson. He also worked in logistics during peacekeeping missions in Sudan and taught at the Nyakinama Military Academy.
Senator Nsengiyumva Fulgence, Chair of the Economy and Finance Committee, said his peacekeeping experience gave him opportunities to work with both military and civilian institutions, especially in international relations.
Experience in Aviation and Logistics
Brig Gen Munyengango explained that his studies, training, and professional experience provided him with sufficient knowledge and skills in aviation and air transport management. He also trained in aviation logistics and worked in the RDF aviation unit, which he said will help him lead ATL effectively.

Priorities for ATL
He outlined plans to first assess ATL’s governance, identify existing challenges, and work with staff and management to resolve them. He also pledged to review ATL’s financial records and implement measures to ensure profitability across all subsidiaries.
Other priorities include accelerating the construction of Kigali’s new international airport in Bugesera, scheduled for completion by the end of 2027, through close collaboration with partners to secure necessary resources on time. He also promised to evaluate ATL’s strategic plans, performance indicators, and implementation to improve efficiency.
Addressing Operational Challenges
Senators asked how he would address recurring issues at RwandAir, such as flight delays and lost passenger luggage. Brig Gen Munyengango responded that he would conduct a thorough assessment of these problems and work with relevant institutions to find lasting solutions.
He also pledged to increase ATL’s visibility and marketing to attract more customers and revenue, emphasizing the use of technology and adherence to recommendations from the Auditor General to improve governance and financial management.

Committee Recommendation and Senate Approval
The Senate Committee on Economy and Finance concluded that he has the knowledge, capacity, experience, and commitment to fulfill the responsibilities of ATL’s CEO, and recommended his approval. All Senators supported the decision.

Senator Niyomugabo said Brig Gen Munyengango has the ability to help Rwanda achieve its goal of becoming a tourism hub, noting that tourism depends on efficient air transport.
Senator Kitatire praised the Committee’s thorough review of his profile, saying it gave Senators enough information to make an informed decision.
