RNP, RDF Conclude Kwibohora32 Citizen Outreach Programme with Nationwide Development Projects

As Rwanda celebrated the 32nd anniversary of Liberation (Kwibohora32), the Rwanda National Police (RNP), the Rwanda Defence Force (RDF), and their partners concluded the three-month Defence and Security Citizen Outreach Programme (DSCOP26) by handing over a wide range of development projects to vulnerable communities across the country.

The nationwide initiative combined security, social welfare, and community development, demonstrating the continued partnership between security institutions and citizens in improving livelihoods and promoting sustainable development.

Nationwide Projects Improve Lives Across Rwanda

Implemented under the theme, “Citizens’ Collaboration with the Rwanda Defence Force and the Rwanda National Police in the Community Outreach Programme to Celebrate Kwibohora32,” the programme reached communities in all provinces through projects designed to strengthen human security and socio-economic development.

Over the three-month campaign, RNP, RDF and their partners completed and handed over:

  • 80 houses for vulnerable families;
  • Three bridges;
  • 15 classrooms;
  • 18 toilet facilities;
  • Two boats for island communities;
  • Medical services benefiting 28,582 residents;
  • Environmental protection activities;
  • Access to clean water in several communities.

The programme also empowered local communities through economic support, including six cows, 910 goats, 10 irrigation pumps, 10 motorcycles, and RWF 10 million provided to youth cooperatives known as Agents of Change.

Leaders Hand Over Projects Across All Provinces

In Nyabihu District, the national closing ceremony for the Western Province was presided over by Prime Minister Dr. Justin Nsengiyumva, accompanied by Minister of Gender and Family Promotion Consolee Uwimana, Inspector General of Police CG Felix Namuhoranye, and RDF Third Division Commander Maj. Gen. Eugene Nkubito. The leaders handed over 30 newly constructed houses to vulnerable families in Bigogwe Sector.

In the Eastern Province, Speaker of the Chamber of Deputies Gertrude Kazarwa, Minister of Local Government Dominique Habimana, Deputy Inspector General of Police in charge of Personnel and Administration DCG Jeanne Chantal Ujeneza, and RDF 5th Division Commander Maj. Gen. Ruki Karusisi officially handed over houses, classrooms, irrigation pumps, and livestock to beneficiaries in Rwinkwavu Sector, Kayonza District.

Meanwhile, in Gasabo District, Minister of State for Education Claudette Irere, Deputy Inspector General of Police in charge of Operations CP Vincent Sano, and RDF 1st Division Commander Col. Egide Ndayizeye inaugurated 15 classrooms in Kinyinya Sector and provided 10 motorcycles to members of the Agents of Change initiative.

Support Extended to Vulnerable Families and Youth

In Rusizi District, Minister of Interior Dr. Vincent Biruta, Commissioner of Police CP Robert Niyonshuti, and RDF Brigade 309 Commander Col. Fidele Butare handed over boats to communities on Gihaya Island and Kirehe Island in Nyamasheke District. They also presented RWF 5 million to youth cooperatives to support income-generating activities.

In Rulindo District, Minister in charge of Emergency Management Maj. Gen. (Rtd) Albert Murasira, Chief of Reserve Force Maj. Gen. Alex Kagame, and Northern Province Police Commander ACP Edmond Kalisa handed over 10 modern houses equipped with household items to vulnerable families.

In Gisagara District, Minister of Environment Dr. Bernadette Arakwiye, Regional Police Commander ACP Désiré Twizere, and RDF Civil-Military Cooperation Officer Lt. Col. Robert Murenzi inaugurated 10 houses for vulnerable families and provided RWF 5 million to Imboni z’Impinduka (Agents of Change) cooperatives.

Community Development Strengthened Through Partnership

Beyond infrastructure, the programme focused on strengthening community resilience through economic empowerment and improved local security.

Youth cooperatives received irrigation pumps, motorcycles, and financial support to expand their businesses, while vulnerable households benefited from livestock that will improve nutrition and generate household income.

Additionally, around 1,500 members of Community Policing Committees (CPCs) completed specialized training aimed at enhancing community safety through stronger cooperation with security institutions.

These initiatives reflect the government’s broader commitment to ensuring that development reaches every community while encouraging citizens to actively participate in safeguarding peace and security.

Kwibohora32 Reinforces Unity, Security and Sustainable Development

The successful conclusion of DSCOP26 highlighted the enduring partnership between the Rwanda National Police, the Rwanda Defence Force, government institutions, development partners, and local communities.

As Rwanda marked Kwibohora32, the programme demonstrated that liberation is not only commemorated through remembrance but also through practical actions that improve people’s lives, strengthen social cohesion, and promote inclusive development.

By investing in housing, education, healthcare, agriculture, youth empowerment, and community security, RNP and RDF reaffirmed their commitment to supporting vulnerable citizens while building a safer and more prosperous Rwanda for all.

The Minister of Environment, Dr. Bernadette Arakwiye, together with the Regional Police Commander, ACP Désiré Twizere, and the Officer in charge of Civil-Military Cooperation in the Southern Province, Lt Col Robert Murenzi, handed over development projects to residents in Muganza Sector, Gisagara District, where they inaugurated 10 houses built for vulnerable families and provided RWF 5 million to cooperatives of members of the “Imboni z’impinduka” (Agents of Change) to support their development initiatives.
