Rwanda’s Minister of Education, Joseph Nsengimana, has announced that the government will increase school funding (Capitation Grant) by 60% and raise parents’ contributions toward the School Feeding programme starting January 2027.
Speaking on Rwanda Television on Saturday, August 1, 2026, Minister Nsengimana said the changes are aimed at improving students’ welfare and addressing rising market prices that have affected school operations and meal program
School Feeding Contributions to Increase
Under the new adjustments, parents of primary school students will pay Frw 2,000 for school feeding, up from Frw 1,000, while secondary school students’ contributions will increase from Frw 19,500 to Frw 24,000. Boarding secondary school students’ fees will rise from Frw 85,000 to Frw 110,000.
Capitation Grants Increased Across Education Levels
The government’s capitation grants will also increase across different education levels. For example, funding for nursery students will rise from Frw 4,620 to Frw 7,392 per student annually, while students in basic education schools will see grants increase from Frw 4,860 to Frw 7,776.
Students with special education needs in day schools will receive an increase from Frw 15,000 to Frw 24,000 per year, while boarding students in this category will see support rise from Frw 25,000 to Frw 40,000.
For secondary schools, day students in ordinary program will have government support increased from Frw 11,000 to Frw 17,600, while boarding students will see it rise from Frw 21,000 to Frw 33,600.
Minister Calls for Parents’ Cooperation
Minister Nsengimana urged parents to fulfill their responsibility in contributing to school feeding, saying delays in payments affect schools’ ability to provide proper meals for students.
He emphasized that School Feeding is a shared responsibility between the government, schools, and parents, and that cooperation is necessary to ensure children receive nutritious meals and have better learning conditions.

Changes Aim to Improve Learning Conditions
The government says the revised funding structure will help strengthen the School Feeding programme, reduce school dropouts, increase attendance, and improve the quality of education in Rwanda.
