Minister Nsengimana Commissions the 14th Senior Command and Staff Course Graduation

Thirty-eight senior Police officers from 10 African countries, including Rwanda, graduated on Friday, June 19, from the National Police College (NPC) after successfully completing the one‑year Police Senior Command and Staff Course (PSCSC).

Diverse Cohort

The PSCSC 14th intake included 23 Rwandan law enforcement officers from RNP (17), RCS (02), NISS (02), and RIB (02), alongside 15 allied students from nine African countries: the Central African Republic, Eswatini, Kenya, Malawi, Namibia, South Sudan, Somalia, The Gambia, and Uganda.

Graduation Ceremony

The ceremony was presided over by the Minister of Education, Honourable Joseph Nsengimana, and attended by the Inspector General of Rwanda National Police, representatives of allied police forces, academic partners, local leaders, and families of the graduates.

Minister Nsengimana congratulated the officers, noting: “This ceremony marks the culmination of a challenging and transformative journey—one that has tested intellect, strengthened character, and sharpened leadership skills. Graduation is not the end of learning; it is the beginning of a new chapter.” He emphasized that effective leadership requires “Attitude, Skills, and Knowledge working together.”

Leadership and Discipline

Commandant CP Christophe Bizimungu highlighted the diversity of the cohort and the importance of discipline: “Maintain the relationships you have established here, for cooperation is strong when people collaborate with trust. Discipline is our definition—professional and personal discipline will determine how you use the knowledge you have acquired.”

Academic Partnerships

African Leadership University CEO Veda Sunassee reflected on the five‑year partnership with NPC: “What began as a bold vision has become a model for how African institutions can work together. Policing today asks for leaders who are entrepreneurial, ethical, and pan‑African in their outlook. Carry that weight well, protect your integrity, and keep building even when no one is asking you to.”

The PSCSC programme is delivered in partnership with the University of Rwanda and ALU, combining three components: the Police Command and Staff Course (awarding the Passed Staff College title), a Postgraduate Diploma in Strategic Leadership and Management, and a Master of Arts in Peace Studies and Conflict Transformation.

Call to Action

Graduates were urged to translate their qualifications into action, uphold integrity, and strengthen institutions across Africa.
