Kagame Calls for Efforts to Address Internet Costs
In a light-hearted response, Kagame said that regardless of whether internet services were expensive or affordable, he still needed to use them. However, he acknowledged that the cost of internet access was an important concern for the wider population and invited the Minister of ICT and Innovation, Paula Ingabire, to explain the issue.
Kagame said: “Whether internet prices are high or low, I have to use it. But when it comes to other people, not just me, that is also important. Those responsible should help us address this issue. The question is whether more efforts can be made.” His remarks highlighted the need for continued efforts by those responsible to address concerns about internet affordability.
Ingabire Explains Factors Behind Internet Price Increases
Minister of ICT and Innovation Paula Ingabire explained that some internet service providers had increased their prices for various reasons, including the transition from older mobile networks to faster technologies.
Ingabire explained: “What we are seeing is that some internet service providers, although not all of them, have increased their prices for various reasons. The first is the transition from 2G and 3G to faster 4G internet. As internet speeds increase and the technology offers greater capacity, costs also rise because of the investments involved,”
Her explanation pointed to the investment required to upgrade network infrastructure and provide faster internet services as one of the factors behind price increases among some providers.

Kagame Calls for Continued Efforts to Improve Affordability
Responding to the minister’s explanation, Kagame said that addressing the high cost of internet services required sustained efforts and improvements in people’s capabilities. he said: “That is something we must continue to work on. Do you know another way of addressing it? We must also keep trying and do everything we can to improve our capabilities so that we can keep up with everything.”
The discussion brought the affordability of internet services into focus during the youth gathering, with Kagame emphasising the importance of continued efforts to address the challenge.
