Starting in January 2027, investors operating in Rwanda’s industrial parks will pay an annual fee of one US dollar per square meter of land under a new government initiative aimed at financing the maintenance, rehabilitation and expansion of infrastructure in industrial zones.
The announcement was made by the Minister of Trade and Industry, Antoine Marie Kajangwe, while presenting the government’s response to the Senate on behalf of the Prime Minister on issues affecting industrial parks.
Minister Kajangwe said the new levy will create a sustainable source of funding for maintaining industrial infrastructure and improving services for manufacturers.
“A new system has been introduced where an amount of one dollar per square meter per year will be paid by investors operating in industrial parks.”
The funds collected will be used to repair, upgrade and expand infrastructure, beginning with the Muhanga, Rwamagana and Musanze industrial parks.
According to the minister, the government will establish a dedicated fund to ensure the money is managed transparently and used exclusively for infrastructure development in industrial zones.
The initiative forms part of Rwanda’s efforts to strengthen industrial production under the country’s economic transformation agenda by providing manufacturers with modern infrastructure that supports competitiveness.
Senators unanimously endorsed the proposal, describing it as a practical and sustainable solution for maintaining industrial parks.
Senator Amandin Rugira welcomed the initiative, by saying“…another interesting thing is the project to set up a fund for repairing and upgrading infrastructure, one dollar per square meter for a person who is given a plot of land in the industrial zone. It is something that will make the infrastructure durable.”
