The Mayor of Nyagatare District, Kakooza Henry, has stated that the time has come to take firm action against partners who exist only in name but deliver no tangible results.
He made these remarks on Thursday 26 March 2026, during a general consultative meeting that brought together district leadership, the Joint Action Development Forum, and all partners operating in the district. The meeting aimed to strengthen and improve collaboration among stakeholders.

Purpose of the Meeting: Strengthening Effective Collaboration
The meeting gathered various stakeholders, including district officials, non-governmental organizations, private sector actors, and development partners.
In particular, it aimed to assess how collaboration could be improved and to evaluate each partner’s contribution to the district’s development. Participants discussed existing challenges and proposed practical solutions to address them.
Mayor Kakooza: “We Will Not Tolerate Partners in Name Only”
In his address, Kakooza Henry emphasized that some partners appear on paper but have no visible impact on the ground.
He stated: “Partners who operate in name only, without fulfilling their commitments, must be dismissed. We must work with those who have the will, capacity, and vision to drive the district’s development.”

He added that partnerships without results have no value. Therefore, non-performing partners should be removed and replaced by those who can deliver meaningful outcomes.
JADF Leadership on Enhancing Partnerships
The leadership of the Joint Action Development Forum in Nyagatare District led by Murenzi Hassan, welcomed the district’s firm stance on improving performance.
He noted that JADF will continue to coordinate and monitor partners’ activities to ensure that all commitments are implemented.
Furthermore, he stressed that effective partnerships play a key role in improving citizens’ livelihoods and should not be used for personal gain.
Focus on Tangible Results
Participants agreed on the need to strengthen monitoring and evaluation systems for all partners.
Specifically, they recommended regular assessments to ensure that projects are implemented as planned.
In conclusion, district leaders reaffirmed their commitment to working only with partners who deliver visible and impactful results that contribute to sustainable development in Nyagatare District.
