Rwanda’s Minister of Internal Security, Vincent Biruta, met with Denis Sassou N’Guesso in Brazzaville on March 25, 2026, during the meeting, Minister Biruta delivered a message from Paul Kagame to his Congolese counterpart.

President Kagame Sends Congratulations Message
President Kagame congratulated President Sassou N’Guesso on his recent election victory. He also wished him success in his new term of office.
The presidential elections took place on March 15, 2026. President Sassou N’Guesso won with 94.82% of the vote, securing a fifth term in office

Support for Louise Mushikiwabo’s OIF Candidacy
In addition, President Kagame expressed Rwanda’s support for Louise Mushikiwabo.
She is seeking re-election as Secretary General of the Organisation internationale de la Francophonie for a third term. Rwanda has already begun engaging other countries to support her candidacy.
Strengthening Bilateral Relations
Minister Biruta and President Sassou N’Guesso also discussed ways to strengthen cooperation between Rwanda and the Republic of Congo.
They focused on improving mutual understanding and expanding partnerships across key sectors, including security, trade, and development.

Longstanding Cooperation Between Rwanda and Congo
Rwanda and Congo-Brazzaville already share strong diplomatic ties. For example, Rwanda opened its embassy in Congo in August 2016.
In 2011, the two countries signed agreements covering air transport, tourism, energy, security, justice, and environmental protection.
Later, in November 2021, they signed additional agreements focusing on military cooperation, education, sustainable development, trade promotion, and environmental conservation.
