The Minister of Local Government, Habimana Dominique, stated that the Umuganda policy has played a significant role in addressing challenges affecting the country’s development. However, he noted that it still faces some challenges, and various institutions are working on sustainable solutions so that Umuganda can continue to serve as a foundation for national development.

Consultative Meeting Held at the Senate
He made these remarks on Tuesday during a consultative meeting on the implementation of the Umuganda Policy held in the Senate. The meeting brought together leaders and stakeholders to review progress and identify areas that need improvement.
Achievements in Housing and Infrastructure
Since its establishment in 2005, Umuganda has enabled the construction of houses for more than 25,000 vulnerable families. In addition, over 20,000 kilometers of roads have been built, improving transportation and facilitating access to markets, especially in rural areas.
Strengthening Unity and Social Cohesion
Beyond infrastructure, Umuganda has played a key role in promoting unity and cooperation among Rwandans. Citizens from different backgrounds come together to work for a common purpose, reinforcing national values and social cohesion.
Challenges and Future Outlook
Despite these achievements, the policy still faces challenges such as limited resources, varying participation levels, and the need for modernization. Authorities emphasized ongoing efforts to address these issues and ensure sustainability. Looking ahead, the government aims to further strengthen Umuganda and align it with national development goals, ensuring it remains a key pillar of Rwanda’s progress.
