On March 25, 2026, RPF members in Nyarugenge District held a general assembly to discuss their responsibilities in development and leadership. The meeting focused on improving accountability, citizen engagement, and community progress.

Call for Responsible Leadership
During the meeting, RPF Inkotanyi Union Commissioner Habonimana Charles urged members to take responsibility for their daily duties. He warned against waiting for guidance from the Chairman, President Paul Kagame, before acting.
He emphasized that leaders should address issues early instead of reacting only when they are pointed out.

Concerns Over Leadership Gaps
The Commissioner noted that some leaders do not fully understand the revolutionary program in practice. As a result, they only act when issues are highlighted by top leadership.
He said:
“There are leaders who have not yet understood that we need a leader who understands the revolutionary program. You find that there are those who are awakened by what the Chairman said, if he points out a problem of corruption, then they immediately put effort into it and leave it alone, and then he will come back to it, including the problem, and they seem to have woken up and revisited it, which was left behind. I do not know if we all understand who the revolutionary leader whom we need as RPF Members.”
Encouraging Open Communication
In addition, members were encouraged not to ignore problems raised by citizens. Leaders were reminded that development cannot progress if challenges are hidden.
The Commissioner gave an example of the Mpazi canal in Nyarugenge, which has been severely damaged. He stressed that everyone should take responsibility, regardless of their position.
He said:“Things like this and all the other things you know that are not good, no one should see it and remain silent and say that it is the responsibility of the Village Head or other local authorities because you work in the Parliament. I would like to remind them that every member has the same responsibilities as the sector head or the district head.”
Focus on Social Issues and Environment
The Deputy Mayor of Kigali City in charge of Social Affairs, Urujeni Martine, highlighted the need to address environmental challenges.
She said fighting pollution should be a shared responsibility among members, as it is key to sustainable development.
Community Voices and Participation
Members also shared their perspectives during the meeting. Nibamusabire Lucie, from Kanyinya Sector, spoke about the role of families and communities in addressing social challenges.
She said:“As a mother, I can reach out to my neighbors, especially those with limited resources, who can help me with my pregnancy and give me food, but we also have a plan to go to daycare centers and prepare meals for them. What helps us fight unplanned pregnancies is to attend family dinners, but also to have people come to educate us on this issue and help the people who have not heard of it.”
Plans to Improve Social Welfare
The Executive Director of Nyarugenge District, Ingangare Alexis, outlined plans to improve social welfare, especially for children.
She said:
“We want to go to every village and find out how many children are under growth delay and once we know them, we can work together as members to ensure that the child’s pot is always functioning. Currently, in Nyarugenge, we have 8% of children who are under growth delay and we want them to reach 0%. In order to prevent this number to increase, we must also monitor pregnant mothers so that they do not give birth to children who are already under growth delay.”
He added that some initiatives are already in place, such as a fund in Nyamirambo Sector to support orphaned children. Similar programs will be expanded to other sectors.
Strengthening Development Efforts
Overall, the meeting emphasized the importance of proactive leadership, community involvement, and accountability.
The RPF Nyarugenge development meeting highlighted the need for members to work together to ensure no citizen is left behind in the country’s development journey.
