As Valentine’s Day approaches, the Rwanda Investigation Bureau (RIB) has issued a public warning against the use of money as a decorative gift. Through its spokesperson, Dr. Thierry Murangira, RIB cautioned that gifting flowers decorated with banknotes violates the law.

Using Money as Decoration Is Illegal
According to RIB, decorating flowers or gifts with banknotes is considered a form of misuse of the national currency. Dr. Murangira explained that Rwanda’s laws protect the national currency, and any act that disrespects or damages it constitutes a criminal offense.
Advice to Citizens on Giving Monetary Gifts
RIB urged citizens to act responsibly when exchanging gifts. The spokesperson emphasized, “If you wish to give money as a gift, do so in a lawful and respectful manner.” He added that money should never be used as decoration, even during celebrations.
Lawful Ways to Celebrate Valentine’s Day
Authorities encouraged the public to choose legal alternatives when celebrating love. Acceptable gifts include flowers, chocolates, greeting cards, and other meaningful tokens. Additionally, experiences and personalized gestures can express affection without violating the law.
Call to Respect the National Currency
RIB also called on citizens to report any cases of currency misuse. The institution warned that tolerating such practices may promote negative habits and weaken respect for money. Therefore, RIB reminded the public that obeying the law remains essential, even during festive occasions.
As many people prepare for Valentine’s Day celebrations, RIB stressed that respecting national laws helps avoid legal trouble while preserving the dignity of Rwanda’s currency and financial system.
