On March 4, 2026, the Cabinet appointed Uwimanimpaye Jeanne d’Arc as Coordinator of the Gitagata Rehabilitation Center. She replaces Bahame Hassan, the former director now under judicial investigation.
Uwimanimpaye takes over leadership as the center works to restore trust and strengthen protection for its residents.

Former Director Under Investigation
Authorities are investigating Bahame Hassan for alleged abuse of power. Reports say he may have used his position for personal gain.
He also allegedly asked for or engaged in sexual favors with some girls undergoing rehabilitation at the center. These allegations raised serious concerns about the safety of the residents.
Uwimanimpaye’s Parliamentary Experience
Uwimanimpaye served as a Member of Parliament in Rwanda’s Chamber of Deputies from 2008 to 2024.
In 2013, Parliament elected her Vice President of the committee responsible for legislation and government oversight. The committee reviews laws and monitors government activities.
Role in Constitutional Reform and Financial Oversight
Uwimanimpaye gained national attention during the 2015 constitutional revision debates. She took part in discussions on Article 101, which addresses presidential term limits.
In the parliamentary term that ended in 2024, she served on the Public Accounts Committee (PAC). The committee monitors the use of public funds.
The Gitagata Rehabilitation Center is located in Bugesera District. The center mainly rehabilitates girls and prepares them for reintegration into society.
