The Ministry of Foreign Affairs of Uganda has announced the passing of Santa Laker Kinyera, who was serving as Uganda’s Deputy Ambassador to Rwanda. She passed away at Mulago National Referral Hospital in Kampala.

According to information obtained by IGIHE, Ambassador Kinyera died on the morning of March 3, 2026.
Service at the Ugandan Embassy in Rwanda
At the time of her death, Ambassador Kinyera was serving at the Ugandan Embassy in Rwanda. In her role as Deputy Ambassador, she worked closely with officials in both Uganda and Rwanda to strengthen diplomatic ties.
The cause of her death was not immediately disclosed by authorities.
Role in Strengthening Bilateral Relations
Ambassador Kinyera played a key role in rebuilding and strengthening relations between Uganda and Rwanda. In particular, she contributed to cooperation in trade, security, and cross-border movement.
Moreover, her diplomatic efforts helped promote dialogue and mutual understanding during challenging periods. Many colleagues credit her with helping restore confidence between the two neighboring countries.
A Career Spanning Over Three Decades
She began her career at the Ministry of Foreign Affairs in 1994, marking more than 30 years of service in diplomacy. Over the years, she held several important positions and represented Uganda in various international assignments.
Throughout her career, she was known for her professionalism, dedication, and commitment to public service. Her experience made her a respected figure within Uganda’s diplomatic community.
Legacy During a Period of Tension
In Uganda, Ambassador Kinyera is especially remembered for her contribution during a time when relations between Rwanda and Uganda had deteriorated and borders were closed. She was part of a tireless team that worked to reduce tensions and restore cooperation.
