The Mayor of Nyagatare District, Kakooza Henry, has urged students enrolled in Technical and Vocational Education and Training (TVET) institutions to use their skills to create employment opportunities rather than waiting for formal jobs. He emphasized that the Government of Rwanda has made significant investments in vocational training as a strategic response to persistent youth unemployment.
Mayor Kakooza made the remarks during a graduation ceremony for 20 students who completed a Plumbing course at TSS Cyondo, located in Kiyombe Sector, Nyagatare District.

Call for Youth to Become Job Creators
Addressing the graduates, the mayor cautioned them against returning home to remain idle, encouraging them instead to actively contribute to national development.
“One of the biggest challenges facing our youth is unemployment,” Mayor Kakooza said. “That is why the country has prioritized vocational training. These courses equip you with practical skills that allow you to create your own jobs. Do not go home and sit idle—use what you have learned, collaborate with others in your field, and seize available opportunities.”
He added that vocational skills not only empower young people economically but also support government efforts to reduce unemployment nationwide.
Discipline and Professionalism as Keys to Success
Mayor Kakooza further reminded graduates that their future success depends on discipline, focus, and strong professional ethics.
“Avoid distractions, maintain discipline, and stay focused on your goals. If you work hard and use opportunities wisely, you will prosper and play a role in developing this country,” he noted.
Graduates Express Confidence and Gratitude
Graduates at the ceremony expressed confidence that the training they received will enable them to become self-employed and improve their livelihoods.
After receiving her certificate, Merry Mushimiyimana thanked the national leadership for establishing TVET schools, describing the program as highly valuable and life-changing.
Another graduate, Alphonse Tuyizere, said the skills acquired are sufficient to start their own businesses.
“We have gained enough knowledge to create our own jobs. Instead of wandering around looking for work, we will now create it. Through hard work, we will develop ourselves and become examples to others,” he said.
TVET as a Pillar of Rwanda’s Economic Transformation
The graduation ceremony at TSS Cyondo marks another milestone in Rwanda’s continued shift toward skills-based economic development. As Nyagatare District and the country at large intensify investment in TVET programs, responsibility increasingly lies with the youth to translate technical skills into sustainable enterprises.
By choosing innovation and self-employment over dependence on traditional job markets, this new generation of skilled technicians demonstrates that vocational training is a critical pillar in Rwanda’s journey toward a self-reliant and inclusive economy.
