The National Institute of Statistics of Rwanda (NISR) has revealed that during the 2023/24 fiscal year, Nyagatare District recorded the highest number of newly paved roads in the country. This data is published in the Rwanda Statistical Yearbook, released by NISR in late December 2025.

Road Construction Trends Over Five Years
According to the report, Rwanda constructed a total of 33,370 kilometers of roads over the past five years. This represents an average of 6,674 kilometers annually, covering both paved and unpaved road networks nationwide.
Expansion of National Roads
The yearbook shows steady growth in national road construction. In 2020, Rwanda built 1,425.5 kilometers of paved national roads, alongside 1,309.5 kilometers of unpaved roads.
In 2021, an additional 1,532.47 kilometers of paved roads and 1,202.53 kilometers of unpaved roads were completed.
By the end of June 2022, national paved roads reached 1,579 kilometers, while unpaved roads stood at 1,156 kilometers.
By June 2023, both paved and unpaved national roads totaled 1,595.39 kilometers each.
Construction continued through 2024, with paved national roads increasing to 1,729.23 kilometers, while unpaved roads reached 1,018.22 kilometers by year-end.
Growth in Inter-District and Urban Roads
Significant progress was also made in inter-district roads and urban infrastructure, including Kigali City and other provincial towns. In 2020, 136 kilometers of paved roads were completed. This rose to 169.25 kilometers in 2021.
By June 2022, the total length of paved inter-district and urban roads had expanded to 272.12 kilometers. The figure increased further to 301.754 kilometers by June 2023, and reached 334.382 kilometers by June 2024.
Unpaved Roads Development
Over the same five-year period, Rwanda constructed 18,477.78 kilometers of unpaved inter-district and urban roads, highlighting continued investment in expanding access and connectivity across the country.
