The Minister of State in the Ministry of Health, Dr. Yvan Butera, revealed that recent statistics show a decline in mental health challenges in Rwanda. Data indicates that the prevalence of mental health conditions decreased from 20.5% in 2018 to 18.6% in 2025. This reflects steady progress in the country’s mental health sector.
Government Efforts Drive Progress
Dr. Butera attributed the improvement to sustained government initiatives. These include the expansion of specialized treatment centers, integration of mental health services into primary health care, and increased public awareness campaigns aimed at reducing stigma. Moreover, these efforts have made mental health services more accessible to Rwandans nationwide.

Decrease in Depression and Trauma-Related Conditions
The Minister noted significant declines in specific mental health conditions. Severe depression dropped from 11.9% to 9.1%, while trauma-related problems decreased from 8% to 3%. This progress is largely due to improved psychosocial support, community-based programs, and continued care for individuals affected by past traumatic experiences.
Rising Concerns Over Substance Abuse
Despite these positive trends, Dr. Butera expressed concern over the increase in mental health conditions linked to alcohol and drug use. Such cases rose from 1.6% to 2.4%, particularly among young people. He emphasized, “Substance abuse is becoming a growing public health challenge,” and called for stronger prevention measures, stricter regulation, and expanded rehabilitation services.
Continued Commitment to Mental Health
Dr. Butera reaffirmed the Ministry of Health’s dedication to further improving mental health services across Rwanda. He stressed the importance of collaboration between government institutions, health professionals, communities, and development partners. In addition, these efforts aim to promote mental well-being, prevent substance abuse, and ensure that every Rwandan has access to quality mental health care.
