Rwanda and India have signed a Cultural Exchange Programme for 2026–2030. The agreement aims to strengthen bilateral relations by encouraging the sharing of cultural knowledge and experiences.
The ceremony took place in New Delhi. Rwanda’s Minister of Foreign Affairs, Olivier Nduhungirehe, and India’s Minister of State for External Affairs, Kirti Vardhan Singh, officially signed the agreement.

Second Joint Commission Reviews Bilateral Progress
The signing followed the second session of the Joint Commission. During the session, officials reviewed progress across multiple areas of cooperation. Both sides expressed satisfaction with growing diplomatic and economic ties. Furthermore, they noted the positive momentum in relations between Kigali and New Delhi.
Expanding Cooperation Across Key Sectors
Officials discussed collaboration in defense, agriculture, trade and investment, health, education, technology, and culture. Both countries reaffirmed their commitment to partnerships that promote sustainable development. They also emphasized mutual efforts to boost economic growth across sectors.
Promoting Cultural Exchange and People-to-People Ties
Under the programme, Rwanda and India will support cultural exhibitions, academic exchanges, arts and heritage preservation, youth initiatives, and language promotion. In addition, the agreement will facilitate exchange visits by artists, scholars, and cultural practitioners. These activities aim to strengthen people-to-people connections between the two nations.
Strengthening Strategic Partnership
The cultural cooperation agreement reflects the growing Rwanda–India partnership. Both countries pledged to explore new opportunities for collaboration. Moreover, they will continue consolidating their strategic relationship in the years ahead. This agreement demonstrates shared commitment and mutual respect.
