The Rwanda Investigation Bureau (RIB) has arrested a university lecturer accused of sexually abusing underage girls. According to RIB, the suspect allegedly lured the minors with money. RIB announced the arrest in a statement published on X on the night of January 19, 2026.
Alleged Abuse Involving Schoolgirls in Bugesera
According to early investigations, the lecturer allegedly abused several underage girls from secondary schools in Bugesera District. Investigators say the suspect promised the victims money in exchange for sexual acts. As a result, RIB launched an investigation to establish the full extent of the alleged crimes.

Suspect Detained as Case Reaches Prosecution
RIB is currently holding the suspect at the RIB Rwezamenyo Station in Nyarugenge District. The lecturer holds a Doctor of Philosophy (PhD) degree. Meanwhile, RIB confirmed that it has already submitted the case file to the Prosecution for further legal action.
RIB Warns Against Child Sexual Exploitation
In its statement, RIB strongly condemned the alleged acts. The agency described child sexual abuse as a serious crime that causes long-term harm to victims, families, and society.
In addition, RIB warned that it will not tolerate anyone involved in the abuse of children. The bureau also urged children to avoid people who offer money or gifts meant to lure them into exploitation or other dangerous acts.

Child Abuse Remains a National Concern
Meanwhile, child sexual abuse continues to pose a serious challenge in Rwanda. In February 2025, the Minister of Gender and Family Promotion, Uwimana Consolée, reported that 22,454 adolescent girls were sexually abused and impregnated in 2024.
Previously, official figures showed 19,701 cases in 2020, rising to 23,111 in 2021 and 24,472 in 2022, before slightly dropping to 22,055 in 2023.
Under Article 14 of Law No. 059/2023, which amends the law governing offences and penalties, anyone convicted of sexually abusing a minor faces a prison sentence of 20 to 25 years.
